Requesting the Joint Committee on Government and Finance study
logging sediment control and enforcement.

Whereas,
The commercial harvesting of timber, in particular
the construction of haul and skid roads and landings, is a
significant contributor to sedimentation and that sediment is a
serious source of water pollution; and

Whereas, It is the policy of this state to strengthen and
extend the present sediment control activities of this state and
to regulate the commercial harvesting of timber by implementing,
through the division of environmental protection and the
division of forestry, a sediment control program to reduce the
resulting sedimentation impacts from timbering to the waters of the state
; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is
requested to study logging sediment control and enforcement;
and, be it

Further Resolved, That the Joint Committee on Government
and Finance report to the regular session of the Legislature,
2002, on its findings, conclusions and recommendations, together
with drafts of any legislation necessary to effectuate its
recommendations; and, be it

Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
